All contaminated materials must be taken to soil disposal locations called repositories. There are no disposal fees or costs, and contaminated materials will not be accepted elsewhere.
An Institutional Controls Program (ICP) Permit is required to use these soil disposal locations.
Contaminated material generated by property cleanup, some home renovation projects, or business development must be taken to a nearby repository. Repositories help keep the public safe by containing contaminated material in a central, stabilized, and controlled location. There are several repositories within the Bunker Hill Superfund Site. All repositories are regularly monitored to ensure public and ecological safety.
Soils with elevated levels of metals, especially lead, must be taken to an approved repository unless your Institutional Controls Program (ICP) Permit approves covering the soils with a clean barrier material.
All contaminated soils must be disposed of at the appropriate repository. Your ICP permit will include access codes, which are required for admittance to these sites.
When using repositories, please remember:
- All loads must be covered.
- Trucks must not track nor spill contaminated material when transporting materials.
- Contractor generated materials must also be disposed of at these sites.

The ICP can supply a trailer or container for small projects for your convenience. Once a trailer or container is full, ICP personnel will pick up and haul the material to the appropriate disposal site at no charge. If you have your own trailer, we can provide access to local repositories for proper disposal of excess contaminated materials. In addition, the ICP will provide clean soil or gravel (up to one cubic yard) to Site residents to help maintain and restore barriers for small projects. Request your free supplies here.
If you have questions regarding repository usage or the use of a trailer for disposal of contaminated materials, please contact Panhandle Health District’s ICP at (208)783-0707.
